A court ruled that an admitted problem gambler who voluntarily put his name on a list barring him from casinos here for life cannot take his name off. The man, identified only as S.D., put his name on the list in 2004, which bars him from the city's 11 casinos. But he didn't realize the list can be shared with casinos in other states.

Tax refunds totaling about $42 million have not been claimed in the state, the Internal Revenue Service said. The IRS said that's because more than 40,000 state residents never filed a 2004 tax return. Half would get a refund of more than $620. The deadline to file to get the 2004 refund is April 15.
